About the Authors

Ângelo Ferreira is a researcher at the University of Aveiro (Portugal), full member of CIDTFF Research Centre on Didactics and Technology in the Education of Trainers. His research focuses on Cultural and National Identity and their impact on Education (International Cooperation), Politics (Internal and International Relations), Tourism, and Business. He earned his PhD in Education from the University of Aveiro, with distinction and honors, under the supervision of António Neto-Mendes (UA) and Onésimo Teotónio Almeida (Brown University). He also holds a Master of Science degree in Public Management and a degree in Biology and Geology. He has been a consultant for more than two decades in the sectors of higher and secondary education, namely in terms of Internationalisation and International Cooperation for Development, having solid experience in International Cooperation. Among others, he is a member of AIA – SEAS – Iberoamerican Association of Southeast Asian Studies.

Beatriz Rodrigues Bessa Mattos is an Assistant Professor in International Relations at Universidade Veiga de Almeida, Brazil, and serves as the Research Coordinator of Plataforma CIPÓ. She earned her Ph.D. in International Politics from the Institute of International Relations at the Pontifical Catholic University of Rio de Janeiro (IRI/PUC-Rio). Her research interests include Critical Security Studies, climate change and security, global environmental governance, and environmental justice.

Betina Lopes is a researcher at the University of Aveiro (Portugal) since 2015. She holds a PhD in Education, a Master in Science Communication and Education both from the University of Aveiro and a Degree in Biology from the University of Coimbra (Portugal). She has been working mainly in teacher training within international cooperation. She also has consultancy experience considering impact evaluation of educational projects/ programs conducted within the context of development cooperation. She is a member of the NGO Native Scientist where is responsible for the impact evaluation of the project Letters with Science since 2020. She was recently nominated as a Top 100 Women in Social Enterprise 2022, an initiative of Euclid Network.

Bruno Sowden-Carvalho is a PhD candidate at the University of Birmingham. He holds an MA in Maritime Studies from the Brazilian Naval War College, and his professional background includes 13 years in the Brazilian Navy as a Surface Officer. Bruno’s research interests lie in the fields of ontological security studies, Deleuze and Guattari’s political philosophy, British foreign policy, and the emotional/affective role of the ocean in world politics. He proposes a theoretical framework to investigate how and why the UK’s ‘island nation’ narrative has emerged as a defining element of
Britain’s political subjectivity, examining the paradox of Britain’s geographical isolation versus its alleged global insularity

Daniele Dionisio da Silva is Adjunct Professor at the Institute of International Relations and Defense (IRID) of Federal University of Rio de Janeiro and Postdoctoral student in Maritime Studies at the Brazilian Naval War College (EGN) (2025-2026). She is a researcher at the InterAgency Institute and co-founder of the Laboratory of Simulations and Scenarios of EGN and Vice-coordinator of the Laboratory of Studies of Security and Defense (LESD) of the IRID. Since 2016, she has participated at the LESD
as coordinator of the research group of Security and Defense Management, conducting research about transnational crimes and security management in maritime environment. At UFRJ, she teaches related themes of Security Management and Governance and Maritime Issues.

Flavia Guerra Cavalcanti is an Associate Professor at the Institute of International Relations and Defense (IRID) at the Federal University of Rio de Janeiro (UFRJ), Brazil. She holds a Ph.D. in International Relations from the Institute of International Relations (IRI) at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) (2012), where her doctoral thesis analyzed the strategic relationship between the European Union and Latin America from poststructuralist and postcolonial
perspectives. She also holds a Master’s degree in Political Science (2005) and a Bachelor’s degree in Social Communication (1997), both from UFRJ. Since 2010, she has been a full-time professor in the International Relations program at IRID (UFRJ), where she teaches courses such as International Political Sociology, Postcolonial Studies, Critical Border Studies, and Critical Security Studies. She also
coordinates the research and outreach groups “Public Lives: the impact of republican themes on the integration of refugee children in public schools” and “Post and Decolonial Debates”. Her areas of research and academic interest include Regional Integration, Migration and Refuge, International Security, Postcolonialism, and Decoloniality. From November 2023 to November 2024, she conducted postdoctoral research at the University of Tübingen, Germany, supported by the Global Encounters
Program (Global Encounters Platform Fellowship).

Francisco Eduardo Lemos de Matos holds a Ph.D. in International Relations from the Institute of International Relations (IRI) at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) (2019), a Master’s degree in Political Science from Fluminense Federal University (UFF) (2007), and a specialisation in the History of International Relations from the State University of Rio de Janeiro (UERJ) (2005). He also earned a Bachelor’s degree in International Relations from Estácio de Sá University (UNESA) in 2004. From 2018 to 2022, he taught International Relations at IBMR, and he is currently a
postdoctoral researcher at PUC-Rio/IRI, supported by the FAPERJ Postdoctoral Programme Nota 10. In addition, he serves as a substitute professor in the Department of International Relations at UERJ and contributes to the coordination of the IPS-Brazil Research Network. His research interests include International Relations Theory, International Political Sociology, Political Theory, Spatial Politics, Mobility and Flows, the Sea/Ocean, Critical Geography, History of the Modern World, and Modernity. He is the father of Nina and Martina.

Gilberto Carvalho de Oliveira is Adjunct professor and researcher at the Institute of International Relations and Defence, Federal University of Rio de Janeiro, Brazil. He holds a PhD in International Relations – International Politics and Conflict Resolution from the University of Coimbra, Portugal, and a master’s degree in naval science from the Naval War College, Brazil. His research focuses on international politics, peace and security, with an emphasis on critical international relations theory, critical security studies (securitisation theory), peace and conflict studies (peacekeeping, peacebuilding,
conflict transformation, critique of the liberal peace, political economy of new wars, and non-violence), and conflicts in Somalia and Democratic Republic of the Congo.

Gustavo Alvim de Góes Bezerra is a postdoctoral fellow at the History Institute of the Fluminense Federal University and a Projects Coordinator at the Brazilian Centre for International Relations (CEBRI). He holds a PhD in International Relations from IRI/PUC-Rio, with a Master’s in International Relations from Rio de Janeiro State University (PPGRI/UERJ) and a certificate in Public Policy. He has been studying the intersections between History and Theory of IR for more than 15 years. His research
interests include international and global history, history of ideas, critical IR theories, political economy, Atlantic slavery, processes of racialization and Brazilian social thought

Henrique Campos de Oliveira is currently a professor at the Postgraduate Program in Administration (PPGA) and at the Postgraduate Program in Regional and Urban Development (PPDRU) of Universidade Salvador (Unifacs). He holds a BA in International Business from Unifacs; MA and PhD in Social Sciences from the Federal University of Bahia (UFBA) with a doctoral internship at the University of Colorado (UC) School of Public Affairs (SPA). He is part of the Political Institutions and Public Policies group at the Center for Studies and Research in Humanities (CRH) from UFBA. He leads the CNPq-registered research group ‘International Relations, Public Policies and Government’ (GP-RIPPG). His current research topic is maritime international trade and development policies

Luiza Elena Januário is a Professor of International Relations at Universidade Paulista (UNIP), São Paulo, Brazil. She is Assistant coordinator of the International Relations Undergraduate Programme at the Chácara Santo Antônio and Paraíso campuses of the same institution. She is a Researcher linked to the Defense and International Security Studies Group (GEDES) and the Scenarios and Future Studies Elaboration Group (GECEF). She holds both a PhD and MA in International Relations from the San Tiago
Dantas Graduate Program in International Relations (UNESP, UNICAMP, PUC-SP). She is a BA in International Relations from Universidade Estadual Paulista (UNESP). Her research interests include nuclear policy, non-proliferation, disarmament, bilateral relations between Argentina and Brazil, and future studies

Marcelo M. Valença is Assistant Professor of International Politics at the Brazilian Naval War College (EGN). He holds a doctorate in International Relations and a BA in Law, both from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio). His research interests focus on critical approaches to the intersection of international politics, maritime studies, and international law. He has published extensively on Critical Security Studies, Brazilian Foreign Policy, maritime regional security orders,
multilateralism in world politics, and active learning in International Relations. He is lead researcher of the Research Group on Maritime Orders (‘GEOM’) and the Innovative Teaching Methods Laboratory (‘LabMEI’).

Raquel Gontijo is a Professor in the Department of International Relations at the Pontifical Catholic University of Minas Gerais (PUC Minas). She holds a PhD in International Relations from the San Tiago Dantas Graduate Program in International Relations (UNESP, UNICAMP, PUC-SP). She is a Researcher at the Defense and International Security Studies Group (GEDES), the Scenarios and Future Studies
Elaboration Group (GECEF), and the International Institutions and Security Research Group (GPIIS). She holds a master’s and bachelor’s degree in International Relations from PUC Minas and a bachelor’s degree in History from the Federal University of Minas Gerais (UFMG). She conducts research on nuclear proliferation, international governance in the nuclear and space sectors, and future studies.

Roberto Vilchez Yamato is Associate Professor of the Institute of International Relations (IRI) at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), Brazil. He holds a PhD in Law from Birkbeck, University of London, and a PhD in International Relations (IR) from IRI/PUC-Rio. He also completed his Postdoctoral research in Philosophy and Theory of (Inter)national Law at the Rio de Janeiro State
University (UERJ). He is a Jovem Cientista do Nosso Estado - JCNE (‘Young Scientist of Our State’) from FAPERJ, as well as a CNPq Research Productivity Fellow. His research interests include deconstruction, postcolonial and decolonial thoughts, international political thought and philosophy, critical international legal thinking, critical IR theories, International Political Sociology (IPS) and the problem(s) of the
international and its boundaries and constitutive outside(r)s.

Samuel de Sousa Freitas is a professor at the National University of Timor Lorosa’e (UNTL/Timor-Leste), and its vice-rector. He has a PhD in Chemical Engineering from the University of Aveiro. He was founder and director of the Faculty of Exact Sciences at UNTL, and founder of the Timorese Chemical Society. He has been carrying out research and publications in Chemistry and sustainable development. He was a member and chairman of the Board of Directors of the National Agency for Academic Assessment and Accreditation, a member of the Sustainable Research Ecosystem Planning Committee of Universities in the sub-region of Greater Mekong and Timor-Leste and a member of the Commission for Access to Higher Education in East Timor.

Silvia Garcia Nogueira is a professor and researcher of International Relations at the State University of Paraíba, with a PhD in Anthropology (National Museum/Federal University of Rio de Janeiro). She has held post-doctoral internships at the Institute of Social Sciences at the University of Lisbon, at the University of Aveiro and at the Universidade Federal Fluminense. She is a member of the Sérgio Vieira de Melo Chair (UEPB/ACNUR) and leader of the research and study group MOPRI – Media and Public Opinion in International Relations. She has been researching and publishing mainly on the following topics: international academic cooperation and student mobility in Portuguese-speaking countries; East Timor, Brazil and Portugal relations; public opinion, media and foreign policy; media anthropology.

Thauan Santos is an assistant professor in the Graduate Program in Maritime Studies at the Brazilian Naval War College (PPGEM/EGN) and coordinator of the Blue Economy Group (GEM). He holds a B.A. in economics (IE/UFRJ), an M.A. in international relations (IRI/PUC-Rio), and a Ph.D. in energy planning (PPE/COPPE), Rio de Janeiro (Brazil). He has a post-doctorate in blue economy from the Center for the Blue Economy (CBE/MIIS), California (USA), and in scienze economiche from the Università di Bologna (DSE/UniBo), Bologna (Italy). He is a member of the pool of experts of the United Nations Division of Ocean Affairs and Law of the Sea (UNDOALOS) and the pool of experts of the Global Ocean Accounts Partnership (GOAP). His research focuses on the blue economy, ocean governance, marine spatial planning,
sustainable development, energy, regional integration, and defense.

Vinicius Silva Santos is a Parliamentary Advisor and Data Scientist in the Federal Senate, Brasília. He holds a Ph.D. in Political Science (UFMG), a Master’s in Law and Public Policy (UNIRIO), and a Bachelor’s in International Relations (UNILASALLE-RJ). Actively involved in market research for consultancy, the third sector, and government, he has conducted extensive research, serving as a visiting researcher at the University of Cambridge - Centre for Latin American Studies, the University of Buenos Aires, and the University of Brasilia. His research interests span political parties and foreign policy, legislative and foreign policy, political control and bureaucracy, computational social sciences, natural language processing, artificial intelligence, and network science.
