Os Recursos Energéticos das Ilhas Malvinas e sua Relação com o Conflito Anglo-Argentino

O interesse pelos recursos naturais das Ilhas Malvinas e águas adjacentes esteve presente de forma permanente, implícita ou explicitamente, na disputa anglo-argentina ao longo das duas últimas décadas. Enquanto os hidrocarbonetos foram o centro de atenção dos atores privados e estatais nos anos 70, os recursos ictíicos parecem ser hoje o grande destaque. Este trabalho procura fornecer algumas explicações para esta "mudança de atitude" a respeito dos recursos energéticos e avaliar suas possibilidades futuras de produção. Nesse sentido, foram identificados os principais momentos do conflito a partir de 1970, de acordo com as informações sobre o tema dos hidrocarbonetos nesta área, obtidas a partir das seguintes fontes: a) os estudos científicos e as opiniões técnicas dos especialistas a respeito do potencial existente; b) os documentos anuais da ONU referentes à questão das Malvinas; c) os diários das sessões que registram os debates parlamentares argentinos e britânicos sobre o tema; d) as notícias de jornais que informam sobre a opinião dos atores envolvidos e as atividades das empresas privadas vinculadas à produção de petróleo na região. As conclusões indicam que na última década uma série de fatores se conjugaram para relegar os hidrocarbonetos a um plano claramente secundário, entre estes: as conseqüências do conflito armado; as informações desalentadoras e pouco exatas sobre a magnitude real das jazidas; os enormes custos necessários para sua extração; as condições do mercado internacional de petróleo; e a falta de um acordo político anglo-argentino que colocasse fim à incerteza quanto ao regime de exploração dos recursos naturais na área. No longo prazo, estas variáveis podem se modificar, mas é certo que atualmente os recursos energéticos não constam da agenda bilateral de negociações nem dos planos imediatos de investidores potenciais nas Ilhas.

The Energetic Resources of Malvinas Archipelago and their Relation to the Anglo-Argentinian Conflict

Abstract
The interest in the natural resources of Malvinas Archipelago and the adjacent water was present, either implicity or explicity, in the Anglo-Argentinian dispute throughout the last two decades. Although hidrocarbon was the center of private and state attention in the 1970's, the ichthyic resources seem to be outstanding today. This article intends to provide explanations for this "change of attitude" in respect to the energetic resources and to evaluate the future possibilities for production. Therefore, the main events since 1970 were identified, according to the information on the matter of hydrocarbon in this area obtained from the following sources: a) the scientific studies and technical opinion of the specialists in respect to the existing potential; b) the U.N. annual documents referring to the Malvinas issue; c) the daily records of the congressional sessions which register the Argentinian and British debates on that issue, and d) the news in the newspapers which inform about the opinion of the actors involved and the activities of the private firms dedicated to the production of oil in the region. The conclusions indicate that in the last decade a series of factors interconnected to relegate hydrocarbon to a clearly secondary role, some of which are: the consequences of the armed conflict; the discouraging and hardly accurate information about the real size of the mines; the enormous costs which were necessary for its extraction; the international market conditions for oil; and the lack of an Anglo-Argentinian political agreement which could put an end to the uncertainty over the exploitation regime of natural resources in the area. In the long run, these variables can be enhanced, but presently it is obvious that the energetic resources are not part of neither potential investors in the islands.
