About the authors

Ana Rachel Freitas da Silva works at the Office of The Attorney General of The National Treasury, Brazil, and is Coordinator of Financial Operations, where she acts as a legal consultant for international financial operations, and international investment agreements and contracts. She holds an MSc and a Ph.D. in International Law and a Bachelor’s Degree in Foreign Affairs. Her academic interests are concentrated in the field of public and private law, mainly in the subjects of international law, financial law, international arbitration, international trade law, and international investment law. She has taught in graduate courses and published several articles, books, and book chapters in the afore mentioned subjects. Currently, she is part of the editorial board of two journals in Brazil.

Anselmo Otavio is Associate Professor of International Relations at the University of Vale do Rio dos Sinos (UNISINOS). He holds PhD and Master’s degrees in International Strategic Studies from the Graduate Program in International Strategic Studies (PPGEEI) from the Federal University of Rio Grande do Sul (UFRGS), and a BA degree in International Relations from the Faculty of Philosophy and Sciences at the Universidade Estadual Paulista (FFC/UNESP). He is Associate researcher of the Brazilian Center for African Studies (CEBRAFRICA) and of the BRICS Study Center. His current research topics are African Renaissance, regional integration processes – notably initiatives aimed at eco- nomic integration – and South Africa’s foreign policy.

Daniel Edler Duarte is a FAPESP postdoctoral researcher at the Department of Sociology, University of São Paulo (USP), and was formerly a CAPES/Pró-Defesa postdoctoral researcher at the Brazilian Naval War College (EGN). He holds a PhD in Politics and International Studies from the Department of War Studies, King’s College London (KCL). Before joining KCL, Daniel was Konrad Adenauer Fellow in European Studies at the Getúlio Vargas Foundation’s School of Social Sciences (CPDOC/FGV). Daniel has written on security assemblages, focusing on the development and implementation of policing technologies in Brazil. His current research interests are police practices and innovations, biometric surveillance, facial recognition technologies, and predictive policing.

Felipe Leal Albuquerque holds a Ph.D. in Political Science from the Institute of Social Sciences of the University of Lisbon (ICS-UL), where he was a Marie Curie Fellow. In 2016, he was a visiting doctoral researcher at the German Institute of Global and Area Studies (GIGA) and at the Stellenbosch University. He holds a master’s degree in Inter- national Relations from the Rio de Janeiro State University (UERJ) and a specialisation in Contemporary International Relations from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio). He worked as a lecturer at the Federal University of Rio de Janeiro (UFRJ) and as a research assistant at Fundação Getúlio Vargas (FGV).

Giorgio Romano Schutte is an Associate Professor in undergraduate studies on Inter- national Relations and Economics and graduate studies on International Relations (PRI) and World Political Economy (EPM) at the Federal University ABC (UFABC). He holds a Master in International Relations from the University of Amsterdam (UvA) and Ph.D. in Sociology from the University of São Paulo (USP). His research fields are in International Political Economy, Geopolitics of Energy, China and Brazil Foreign Policy. With work experience in trade unions, local and federal government, he is member of the Brazil As- sociation of International Affairs (ABRI) and the Study Group on international policy of the USP (Gacint), and founding member of the Brazil Network on China Studies (RBEC) and of the Observatory on Brazil Foreign Policy (OPEB). He is author of A dinâmica dos investimentos produtivos chineses no Brasil (2020) and a research fellow of the National Council of Technological and Scientific Development (CNPq).

Guilherme Ziebell de Oliveira is Collaborating Professor of the Graduate Program in International Strategic Studies (PPGEEI) at the Federal University of Rio Grande do Sul (UFRGS) and Deputy Editor-in-Chief of the journal Conjuntura Austral: Journal of the Global South. He holds a PhD degree in Political Science from the Graduate Program in Political Science (PPGPol) at UFRGS and a Master’s degree in International Strategic Studies from PPGEEI. He holds a double BA degree in International Relations and in Eco- nomics, both from UFRGS. His main research themes include issues related to the African continent and its countries, in the areas of International Political Economy, Security and Defense and International Politics.

Kai Enno Lehmann is Associate Professor at the Institute of International Relations of the University of São Paulo (IRI-USP) in Brazil, having previously held positions at the Pontifical Catholic University of Rio e Janeiro (PUC-Rio) and the University of Liverpool in England, from which he holds a Ph.D. in International Relations. He works on crises and the response of the international community to them, using the conceptual frame- work of Complexity, with particular focus on Latin America. He has done several pieces of consultancy work for the German Federal Ministry for Economic Cooperation and Development and the Bertelsmann Foundation on Central America.

Marcelo M. Valença is an Assistant Professor at the Graduate Program in Maritime Studies at the Brazilian Naval War College (PPGEM/EGN). He holds a Doctorate degree in International Relations (2010) and a J.D. (2004), both from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio). His research interests focus on the intersection of International Politics and International Law. Marcelo has extensively published on themes such as Critical Security Studies, Brazilian Foreign Policy, Maritime Regional Security Orders, multilateralism in world politics, and active learning in International Affairs. Márcio Moutinho Abdalla is an Adjunct Professor of Strategic Management in the Department of Business and Public Management and Professor and Coordinator of the Professional Masters’ Programme in Administration at the Fluminense Federal University (UFF), in Volta Redonda-Brazil. He holds a Ph.D. in Administration from the Brazilian School of Public and Business Administration (FGV/EBAPE) in Brazil. He was a mem- ber of the Scientific Committee of ANPAD’s (National Association of Graduate Studies and Research in Administration) Strategy in Organizations area (2018-2020). He was editor-in-chief and founder of the Journal of Administration Society and Innovation (RASI) from 2015 to 2019. His research focuses on topics related to strategic management; nonmarket strategies; corporate political activity; decoloniality; transmodernity; and critical discourse analysis.

Rafael Ramos Codeço is a Foreign Trade Analyst at the Ministry of Economy, Brazil, and Coordinator of Multilateral Disciplines. He serves in the Subsecretariat of International Negotiations, where he coordinates a team responsible for negotiations of international agreements on trade and investment and for taking part in international forums that govern international trade and investment, such as the G20, UNCITRAL, and the WTO. He holds a master’s degree in Globalization and Development from SOAS University of London (2017) and a Bachelor’s degree in Law. His academic interests are concentrated in the area of International Political Economy with emphasis on International Trade Law and International Investment Law, fields in which he has published academic articles and manuscripts.

Renan Holanda Montenegro is a Postdoctoral Researcher (PNPD-Capes) at the Political Science Graduate Program at the Federal University of Pernambuco (UFPE). He is also an Associate Researcher at the Asian Studies Coordination, linked to the UFPE’s Centre for Advanced Studies (CEA). He received his PhD in Political Science from UFPE and spent a mobility period under the Erasmus Fellow-Mundus Program at the New University of Lisbon. He holds a Master’s degree in International Relations from the State University of Rio de Janeiro (UERJ). In the period between 2017 and 2021, he was a Lecturer at the Departments of International Relations at the Federal Universities of Sergipe (UFS) and Paraíba (UFPB). His current research interests cover issues related to Chinese Foreign Policy, especially Sino-Brazilian and Sino-African relations.

Sylvia Ferreira Marques earned her PhD in Economics from the Federal University of Minas Gerais (UFMG) and obtained her M.Sc. degree in International Relations from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) after receiving her B.A in Economics from the Federal University of Juiz de Fora (UFJF). She is a Professor in Economics and in International Relations who works in the field of International Political Economy and Economic History. Her research agenda is focused on development, exploring questions on innovation systems, financial systems and power distribution within the international system. Her many scientific contributions include discussions of underdevelopment through a structuralist and dependency perspective, capitalism metamorphosis, center-periphery system, neoliberalism and financing innovations. Sylvia Marques is also member of the Rethinking Economics network.
